FARLEY, Iowa — Two substantial construction projects — including an effort to build a new City Hall — will move forward following a recent meeting of the Farley City Council.

Council members recently unanimously voted in favor of a resolution awarding a construction contract for the City Hall project. Midwest Construction & Development, LLC, submitted the winning bid of $1.2 million.

In other action, council members approved a development agreement with the owner of Delaney’s Auto & Ag Center & Repair, which will expand its Farley location.

Mayor Jeff Simon said that in regards to the City Hall move, he is confident in the council’s decision and appreciates being able to work with the Farley-based company.

“It’s exciting to have reached this point, and we’re glad that the winning bid was from a local business,” he said.

According to Simon, City Hall will be located directly north of Memorial Hall, and will house city offices as well as the Police Department. There will also be a community room, which will display artifacts from the Farley Area Historical Society and will serve as a multipurpose community space for the city’s multiple volunteer organizations.

“It’ll be a good facility,” he said. “We put a lot of thought into it and it will serve the community for many years to come.”

Brian Stark, senior project manager for Martin Gardener Architecture, is working with the city on the municipal building project. He said the proposed structure will be one story and span roughly 8,000 square feet.

He said the city owns the majority of the property north of Memorial Hall and that local officials had hoped to keep the city offices in the downtown area.

“The city opted to utilize that space to centralize their property,” Stark said. “They’re starting to develop a municipal-type campus structure there.”

Both Simon and Stark expect construction will start in early July and will wrap up in spring of 2020.

The city will be paying for the project with general obligation bonds, not to exceed $1.4 million.

Just a few blocks away, Delaney’s Auto & Ag Center & Repair will expand into a vacant property west of the current shop at 107 First Ave. E., according to owner Jason Delaney. The move will triple his shop’s footprint to 9,000 square feet.

“Basically, we’re expanding the repair (area),” he said. “We’ll be doing 90% of our work out of that.”

The front of the space will be a hardware display area, which will include everything from batteries to power washers, air compressors and eventually a line of lawnmowers.

The current service station will be turned into a full- service gas and diesel station, he said. Construction should wrap up in October.

As part of the development agreement, the city will provide up to $125,000 in tax-increment financing incentives over 10 years to the farm-and-automotive-repair business, which also has a location in Cascade.

The agreement states that the expansion would be complete so that “the new taxable valuation from the project will go on the property tax rolls as of Jan. 1, 2020.”

Per the agreement, the shop must staff at least three full- and three part-time workers by the time of the project’s completion. Another four full- and four part-time workers must be added by Jan. 1, 2021.
