In a split decision, Dubuque County supervisors have opted to move forward with allowing usage of of all-terrain and utility vehicles on county roads. 

The 2-1 decision came after months of debate and discussion. The supervisors convened a commission to evaluate the issue, a process that ultimately yielded a report that spanned more than 600 pages. 

Supervisors Jay Wickham and Dave Baker agreed to craft an ordinance allowing ATV/UTV usage on a trial basis. Supervisor Anne McDonough cast the lone vote in opposition. 

A vocal group of ATV/UTV enthusiasts endorsed the proposal, citing potential for economic development. 

However, the issue had high-profile detractors as well, notably Dubuque County Sheriff Joe Kennedy. City of Asbury officials also passed a resolution opposing the move.
